Wisconsin, New York officials step into milk trade dispute

Prior to Canada's motion, Grassland sent more than 1 million pounds of ultra-filtered milk, a protein liquid concentrate used in cheese, across the border daily and duty-free. Dairy farmers in Canada have long complained about the policy, saying it puts the country's dairy farmers at a competitive disadvantage.

During the last so-called spring flush in May and June of past year, the amount of milk wasted or used for animal feed in the northeastern USA exceeded 75 million pounds, the highest recorded in government data going back to 2000.

Dairy farmer Jennifer Sauer, of Waterloo, said she and her husband, Shane, are desperately trying to find another buyer for the milk from their 120 cows.

"More broadly, tens of thousands of dairy farmers will be affected by the larger scope of what Canada is doing, which is using pricing policy to offload milk powder in global markets where it will be competing with USA exports", said Chris Galen, afederation senior vice president."This is truly a national concern".

He concluded, "We are at a critical turning point in the USA dairy industry".

Federal and state officials for the past year have known that Canada was exploring modifying its dairy policies and had been expressing its concerns with the Canadian government about how any changes would affect US dairy businesses. At the request of Canadian dairy farmers an import tax is now being added. There also are no state or federal subsidies available to assist affected dairy farmers. For now, though, about 75 farms are losing their milk contracts with Grassland because of the trade dispute, putting those farms in a perilous situation. In its letter to farmers, the company expressed "regret that the Canadian governments' decision has made such a severe impact on Grassland's and your business".

"I'm just taking it on face value [of the letter] and they've said it will be between one and four cents, so I've got no reason to assume it would be more than that", he said. "After evaluating and adjusting as much milk as possible, we were forced to decrease our milk intake". At Cayuga in New York, Ellis said he's been getting offers of free supplies, but had to turn them down.

"Last year we had a very good season, and this year we may not have a good season, so the volume may reduce anyway and may not end up costing anyone much at all", he said.
