Woman Shot by Minneapolis Officer 'Didn't Have to Die,' Police Chief Says

Demonstrations have been held in in Minneapolis Minnesota after the death of Justine Damond who was killed by a police officer responding to her emergency call

Noor's partner, Matthew Harrity, told investigators he was startled by a loud sound near their squad vehicle right before Damond approached the auto on his side. Officer Mohamed Noor, who was sitting in the passenger seat, fired past his partner and hit Damond in the abdomen as she approached the driver's side.

Minutes later, Justine Damond lay dying in her Minneapolis neighborhood, shot in the abdomen by one of the responding officers when she approached their squad auto.

Harrity, who was driving the cruiser, was shaken by a noise when he arrived, the BCA said earlier this week.

Noor has declined to speak with Minnesota's Bureau of Criminal Apprehension.

While the US Government only recently began tracking officer-involved incidents, 1,093 were killed by police in the US past year according to a database compiled by the Guardian.

That statement can not be used against him in any criminal investigation. Investigators are now searching for the only potential witnesses to the incident, a young male cyclist that Harrity says stopped to watch officers give first aid to Damond. He added that all police policies are subject to review. Officials did not respond Wednesday to requests for further detail.

Several criminal law professors who spoke to the AP said it would be unusual if Noor had his gun out when officers were checking out a report of a potential assault.

She was supposed to be married in August.

"That's not how we train", Harteau said of Noor shooting from inside the vehicle.

Six days after the shooting, authorities have made no progress in the investigation, with many still struggling to come to terms with how it is that Mr Noor shot Ms Damond after she made a 911 call to report a suspected assault near her home.

The police chief was told by Damond's fiance that people are scared to call 911 following the deadly incident, CBS News' Jamie Yuccas reports.
